PUBLIC NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT

The Air Pollution Control Division of the Colorado Department of Public Health and Environment is seeking public comment on a Cemex application to build and operate a railcar unloading and handling system to handle imported cement. The comment period is open for 30 days starting November 1 (date notice was published). All comments should be sent to:

Summary of Project:

The company has applied for a permit for a proposed cement railcar unloading / handling system to handle imported cement (from outside the facility). This system will consist of: a receiving hopper to receive cement from bottom unloading railcars, a screw conveyor to convey cement from hopper to a pneumatic pump, a pneumatic pump to transfer the cement into existing cement silos. This cement along with the cement manufactured at this facility will be handled in the silos and subsequent packing and bulk loadout. These changes constitute a potential major modification of a major stationary source. With the issuance of permits containing federally enforceable conditions of throughput limits and requirement of emission controls, and to limit the potential to emit to below the major modification, the changes will be classified as a synthetic minor modification of a major stationary source. A copy of the proposed draft permits is attached.

Comment Period:

The Division shall consider comments and either grant, deny, or grant with conditions, the emission permit. Public comment is solicited to enable consideration of approval of and objections to the proposed construction.
