SEP - A proposal for presentation of environmental information from the Lyons, Colorado, Cemex Facility

 

The following information will be posted monthly on a world-wide web location provided by the Boulder County Health Department:

 

1.  COM -- Continuous Opacity Monitor--for all monitored stacks:  Total monthly minutes at opacity greater than 20%.

 

2.  CEM -- Continuous Emissions Monitor--for all monitored stacks: Total monthly tons of sulfur dioxide, carbon monoxide, nitrous/nitric oxide, and THC--total hydrocarbons. 

 

3.  Temperature at inlet to bag house:  (a)  Total monthly hours outside the temperature range specified for control of dioxin and furan emissions.  (b) Monthly average, maximum, and minimum of the temperatures recorded as hourly averages.

 

4.  Transport truck trips in and out of plant:  Total count for the month.

 

5.  Detonation data:  Report of maximum G's of vibration and decibels of sound for each detonation during the month.

 

6.  Wind speed:  Total monthly number of 15-minute average wind speeds that exceed 30 mph.

 

7.  Fuel mix:  Quantity of each type of fuel consumed during the month.

 

8.  Water:  Gallons of water,  including magnesium chloride, and calcium chloride used per month for watering the Cemex grounds, either via sprinkler system or truck and for washing or wetting trucks leaving the facility.

 

9.  Other TBD pending further discussion.

 

This information will be provided by the tenth working day of each calendar month by Cemex to the Boulder County Health Department.  The first report will include--where possible by due diligence--similar data from the preceding eleven calendar months, so that the reporting can include at least one rolling year's worth of information.

 

Members of the neighboring community--Don Lutter of Lyons, Judy Koslov of Hygiene, and others--will assist in the preparation of:

 

1.  EXCEL spreadsheet for use by Cemex for delivery of their monthly data.

2.  EXCEL charts or other displays for presentation of this information.

3.  Web page template for monthly posting.

 

These community members will also assist in the preparation of the monthly reports for the first six months.

 

This web page will also provide continuous live images from a video camera trained on the CKD pit and environs.
